On the basis of the IAP follow up, as well as the presentations and
discussions of the Paris workshop, the REN21 Secretariat has compiled a
document on the
Features, Feasibility,
Costs, and Merits of
International Voluntary Non-Binding Commitments, which serves as a reference for possible future
international commitment programmes and conferences.
In this paper, the
voluntary commitment 'policy method' is compared
to other
international efforts to promote clean energy. The various
impacts of the renewables 2004 Conference along with its IAP are described,
leading to a positive conclusion on costs and benefits.
Practical lessons learnt in the follow-up process of the IAP, which was
carried by the REN21 Secretariat through 2006, are described in the concluding
chapter of the
IAP implementation report.
During the workshop, a rich collection of
recommendations for REN21 and
international renewable energy policy making were
developed and retained in the
workshop summary.
